चियोपी डीपीडब्ल्यू में ऐसी नीतियां लगती हैं जो ड्राइवर की इच्छा से बदल जाती हैं और जो भी किसी विशेष दिन फोन का जवाब देता है। यह लगातार लड़ाई है कि कौन किसके लिए जिम्मेदार है। ट्रैशमैन पिज्जा बॉक्स, कुछ प्लास्टिक और खाली 5 गैलन बर्फ पिघलाने वाली बाल्टी जमीन पर और यार्ड में यह कहते हुए टॉस करेंगे कि यह सब रीसाइक्लिंग है। इस बीच हास्यास्पद रिसाइकिलिंग कंपनी चोपोफी की अवर नगर परिषद ने अनुबंधित कहा कि उन्हीं वस्तुओं को पुनर्नवीनीकरण नहीं किया जा सकता है और सभी कचरा हैं। कोई फर्क नहीं पड़ता कि प्लास्टिक की बिट्स और बाल्टी में सभी संख्याएं हैं जो रीसाइक्लिंग कंपनी ने हमें मूल रूप से पुन: उपयोग करने योग्य बताया और उन सभी वस्तुओं को सड़क और यार्ड में फेंक दिया। शहर आश्चर्य करता है कि क्यों चोपोपी में अवैध डंपिंग नाटकीय रूप से बढ़ गई है।
